  1. Pre-empted by Federal law? Uh, like robbing [FDIC member] banks? Or [Lindberg law, sort-of Mann Act] kidnapping?

    Inpedes Federal law? By stating that possible breaking of Federal law should be reported to Federal authorities?

    Yeah, I know, almost anything can be found in the law by a deteremined lawyer.
