Faced with a wave of crime, major U.S. insurance companies are quietly selling abduction coverage here to address the needs of businessmen on both sides of the U.S.-Mexican border ...Sales of kidnap insurance in Laredo and its surroundings more than doubled from 2004 to 2005, reaching a total of about 125 outstanding policies costing between $1,800 and $7,500 a year, Mr. Jackson said....Twenty-six cases of abduction of American citizens are currently pending in the Laredo-Nuevo Laredo region. ...The numbers likely represent “only a fraction” of the actual number of kidnapped U.S. citizens, one of the officials pointed out, because many families believe reporting the abductions would do more harm than good.
