TWO pre-conditions for severe consequences:
1] traceable to Pakistan
2] successful

So, try as many times as you like, create as much havoc and, well, terror as you like:  just do not succeed.  ...or else ...something.

Asked what she meant exactly [by “severe consequences"] , she said, “I think I’ll let that speak for itself."

Times of India—India having somewhat of a stake in this situation—has some commentary....

The import of Clinton’s remarks was not immediately clear. Several terrorist attacks in the US and across the world, including 9/11, the London subway bombing, and the Mumbai massacre of 26/11, have been traced to Pakistan with very little consequence.

Well, some “consequences”:

The US policy in this regard has largely been to shovel more money in the form of military and economic aid to Pakistan in the hopes of weaning it away from extremism, a policy that has not worked in the past.

    The U.N. used that very phrase in the last of its mighty resolutions hurled at Saddam Hussein.

    It’s diplomatic-speak for “we’re gonna beat the crap outta you”.

    Evidently His Magnificence’s administration is ready to redefine that to “we’re gonna severely cut off your supply of tandoori chicken”.

    On the other hand, she didn’t say “severe consequences” to whom.  Had it been successful, the consequences would have been pretty severe to us.
