NOT a conspiracy theory:  merely an investigation of the Actual -vs- Stated Goal

The U.S. military wants to establish regional teams of military personnel to assist civilian authorities in the event of a significant outbreak of the H1N1 virus this fall, according to Defense Department officials.

I’m not clear - nor are any reports I can find - what their function will be, beyond “assisting FEMA where necessary.” I’m also not clear what the hell they think is coming, as the swine flu, while having some unusual characteristics, is any more dangerous or alarming than the regular, yearly flu strains which routinely kill about 30,000 folks a year.

Legal Eagles—what’s the Posse Comitatus Act have to say about this?  Is this an effective, reasonable use for active/reserve duty troops?
