Terrorists rarely understand planning for anything beyond the spectacular moment, usually involving spectacular explosions, spectacular destruction, and spectacular death counts. The problem with trying to defeat terrorism is similar to a soccer goalie’s: people forget about those hundreds of marvelous saves and remember only that one shot that gets through.
