How does that not cover it all?

The sections of the 1965 act that ban literacy tests and other discriminatory practices are permanent.

Against whom are literacy tests discriminatory?  Only the illiterate:  ya want them to vote?!?

  1. Literacy???  We don’ got to show you no stinkin’ literacy!!!

    Actually, I propose that every voter be given a test on the issues he’s voting about.  Anybody who doesn’t know what the hell is on the ballot shouldn’t vote.

    Unfortunately, that would disqualify a vast majority of us.
