And that the Bush administration has sworn it will never do... How, exactly, did the "Republicans Lose?"

Seeking to dispel suggestions that the war in Iraq could lead to reinstatement of the draft, House Republicans on Tuesday hastily brought the idea to a vote — with the express intent of shooting it down. ...It's putting a rumor to rest," John Feehery, a spokesman for House Speaker J.   1. As I mentioned on Kevin’s blog, I think “glad to lose” gets it just about right.  True, the bill was authored by a Democrat (who voted against it!), but that’s a minor detail.  The main issue is that it was the Republicans, not the Democrats, who pushed for the vote.  Usually, one does that with the intent of passing a bill, not defeating it.  Hence the phrase “glad to lose.”
