Obama advisers are comparing Thursday’s speech to his big-picture Georgetown University speech on the economy last month — not intended necessarily to produce “hard news” but a sustained effort to describe and defend his policies and the political and intellectual assumptions behind them.
Obama will say that the Bush administration established an ad hoc legal approach for fighting terrorism that was neither effective nor sustainable, and alienated the nation from its allies.
...will say that the paramount responsibility of any president is to keep the American people safe. That is what he thinks about every morning when he wakes up and every night when he goes to sleep.

Both CNN and MSNBC [+ FOX] will be carrying Cheney’s speech live ... In other words, goes this argument, their speeches will only be “dueling” if folks in the media make the decision to present them that way.
