This approach comes out of Kerry's time in the late 80's, on the Subcommittee on Terrorism, Narcotics and International Operations where they linked Latin American drug dealers and the international bank in money laundering operations. He believes that the same tactics would be much more effective against alQ. My guesstimate [*ahem*which is mine*ahem*] as to why: it is quiet, genteel, discrete, 'gentlemanly' diplomacy. It is what he was trained for, bred for, educated for. He doesn't care for loud noises nor "rough men standing ready to do violence."
[Kerry said,] ''I think that the Senate committee report on contras, narcotics and drugs, et cetera, is a seminal report. People have based research papers on it. People have based documents on it, movies on it. I think it was a significant piece of work.''
Hell, if it had a TV show based on it, why, you'd already be prezzydent!
That those are his measures of a significant or successful piece of work leads back again to his placing more value on the recognition and accolades from others [like Framany] than on actual results, like dead or jailed bad guys.
