Uh, it is - or at least is a lot closer to it than following the herd.
Not that he is the only one to miss a whole bunch of memos. E.g. the US “carbon output” has gone up six percent since not following foreign advice about signing Kyoto, not great, but the signatories of that idiocy almost all increased over thirteen percent.
